The delay Minutes and Seconds don't work

I set

Delay Minutes Min:20 Max:30
Delay Seconds Min:2 Max:3

They dont work. I create several tasks, They run all tasks at the same time.

    You did not mention FOR WHAT TASK TYPE - as you know there are several task type. If you can mention the task type then it will help me to fix it.
